Tribunal Constitucional – Mr. Passos Coelho, you got a problem



É cada vez mais evidente que o actual Executivo não sabe governar com esta Constituição. Como também não consegue mudá-la, só tem uma solução: desistir.

Midas do avesso



«Este Governo tem um dom desconhecido e que, daqui a muitos anos, será estudado como o dos micróbios microscópicos. Na sua ânsia de tentar transformar tudo o que toca em ouro, vive numa realidade paralela. O Governo tenta ficar na história como Midas. Aquele que conseguiu transformar um país falido num país pobre mas honrado.

É uma atitude meritória. Que revela um alto espírito de abnegação e de elevação moral. Mas para isso era preciso que, ao contrário de Midas, o Governo não transformasse em cobre e em chumbo tudo o que toca. A utilização pelo FMI de dados fornecidos pelo Governo que omitem a realidade sobre as profundas reduções salariais ocorridas em Portugal mostra este devaneio. Porque a omissão serve para validar a ideia de que é preciso mais cortes salariais e flexibilidade laboral no sector privado para se conseguirem objectivos de concorrência perfeitos.»

Síria – «castiga-se» porque as armas foram químicas



Os donos do Ocidente desdobram-se em declarações sobre a intenção de «castigar» o governo sírio por ser o hipotético utilizador de armas químicas no país, sem que, aparentemente, se preocupem com o dia a dia de destruição e de morte com outras armas. Sejamos claros: trata-se apenas de um «castigo» – que é, aliás, o termo expressamente utilizado por alguns. Realidade que descrita por Ibra, sírio, 23 anos, que vive em Manbej, no norte do país, ganha outra força e se torna cristalinamente evidente:

«Sentimos que o mundo não se importa connosco. Centenas de pessoas são mortas diariamente e o mundo fica apenas a assistir. O nosso país está completamente destruído devido à guerra. Mas apesar de todas as dificuldades, lutaremos até ao fim pela nossa liberdade. (...) Os EUA e o mundo ocidental vão punir Assad porque ele usou armas químicas contra pessoas inocentes, incluindo crianças. Mas o que sentimos é que é permitido ele matar-nos com armas normais.»

Antes que o dia acabe



... ainda o 50º aniversário do discurso de Martin Luther King, em Washington, em 28 de Agosto de 1963. O vídeo está a ser hoje amplamente divulgado, mas verifico que poucas pessoas se dão ao trabalho de o ouvir na íntegra. Fica por isso aqui o texto – «Uma grande peça da oratória cívica democrática, e não marketing político». É essa a sua força.

I am happy to join with you today in what will go down in history as the greatest demonstration for freedom in the history of our nation.

Five score years ago, a great American, in whose symbolic shadow we stand today, signed the Emancipation Proclamation. This momentous decree came as a great beacon light of hope to millions of Negro slaves who had been seared in the flames of withering injustice. It came as a joyous daybreak to end the long night of captivity. .

But one hundred years later, the Negro still is not free. One hundred years later, the life of the Negro is still sadly crippled by the manacles of segregation and the chains of discrimination. One hundred years later, the Negro lives on a lonely island of poverty in the midst of a vast ocean of material prosperity. One hundred years later, the Negro is still languished in the corners of American society and finds himself in exile in his own land. So we have come here today to dramatize an shameful condition. .

In a sense we've come to our nation's Capital to cash a check. When the architects of our republic wrote the magnificent words of the Constitution and the Declaration of Independence, they were signing a promissory note to which every American was to fall heir. .

This note was a promise that all men, yes, black men as well as white men, would be guaranteed the unalienable rights of life, liberty, and the pursuit of happiness. .

It is obvious today that America has defaulted on this promissory note insofar as her citizens of color are concerned. Instead of honoring this sacred obligation, America has given the Negro people a bad check; a check which has come back marked "insufficient funds." .

But we refuse to believe that the bank of justice is bankrupt. We refuse to believe that there are insufficient funds in the great vaults of opportunity of this nation. So we have come to cash this check- a check that will give us upon demand the riches of freedom and the security of justice. .

We have also come to this hallowed spot to remind America of the fierce urgency of now. This is no time to engage in the luxury of cooling off or to take the tranquilizing drug of gradualism. .

Now is the time to make real the promises of democracy. Now is the time to rise from the dark and desolate valley of segregation to the sunlit path of racial justice. Now is the time to lift our nation from the quicksands of racial injustice to the solid rock of brotherhood. Now is the time to make justice a reality for all of God's children. .

It would be fatal for the nation to overlook the urgency of the moment. This sweltering summer of the Negro's legitimate discontent will not pass until there is an invigorating autumn of freedom and equality. Nineteen sixty-three is not an end, but a beginning. Those who hope that the Negro needed to blow off steam and will now be content will have a rude awakening if the nation returns to business as usual. There will be neither rest nor tranquility in America until the Negro is granted his citizenship rights. The whirlwinds of revolt will continue to shake the foundations of our nation until the bright day of justice emerges. .

But there is something that I must say to my people who stand on the warm threshold which leads into the palace of justice. In the process of gaining our rightful place we must not be guilty of wrongful deeds. Let us not seek to satisfy our thirst for freedom by drinking from the cup of bitterness and hatred. We must forever conduct our struggle on the high plane of dignity and discipline. We must not allow our creative protest to degenerate into physical violence. Again and again we must rise to the majestic heights of meeting physical force with soul force. .

The marvelous new militancy which has engulfed the Negro community must not lead us to a distrust of all white people, for many of our white brothers, as evidenced by their presence here today, have come to realize that their destiny is tied up with our destiny. And they have come to realize that their freedom is inextricably bound to our freedom. We cannot walk alone. .

And as we walk, we must make the pledge that we shall march ahead. We cannot turn back. There are those who are asking the devotees of civil rights, "When will you be satisfied?" .

We can never be satisfied as long as the Negro is the victim of the unspeakable horrors of police brutality. .

We can never be satisfied as long as our bodies, heavy with the fatigue of travel, cannot gain lodging in the motels of the highways and the hotels of the cities. .

We cannot be satisfied as long as the Negro's basic mobility is from a smaller ghetto to a larger one. .

We can never be satisfied as long as our chlidren are stripped of their selfhood and robbed of their dignity by signs stating "for whites only." .

We cannot be satisfied as long as a Negro in Mississippi cannot vote and a Negro in New York believes he has nothing for which to vote. .

No, no, we are not satisfied, and we will not be satisfied until justice rolls down like waters and righteousness like a mighty stream. .

I am not unmindful that some of you have come here out of great trials and tribulations. Some of you have come fresh from narrow jail cells. Some of you have come from areas where your quest for freedom left you battered by the storms of persecution and staggered by the winds of police brutality. You have been the veterans of creative suffering. Continue to work with the faith that unearned suffering is redemptive. .

Go back to Mississippi, go back to Alabama, go back to South Carolina, go back to Georgia, go back to Louisiana, go back to the slums and ghettos of our northern cities, knowing that somehow this situation can and will be changed. Let us not wallow in the valley of despair. .

I say to you today, my friends, so even though we face the difficulties of today and tomorrow, I still have a dream. It is a dream deeply rooted in the American dream. .

I have a dream that one day this nation will rise up and live out the true meaning of its creed: "We hold these truths to be self-evident; that all men are created equal." .

I have a dream that one day on the red hills of Georgia the sons of former slaves and the sons of former slave owners will be able to sit down together at the table of brotherhood. .

I have a dream that one day even the state of Mississippi, a state sweltering with the heat of injustice, sweltering with the heat of oppression, will be transformed into an oasis of freedom and justice. .

I have a dream that my four little children will one day live in a nation where they will not be judged by the color of their skin but by the content of their character. .

I have a dream today. .

I have a dream that one day down in Alabama, with its vicious racists, with its governor having his lips dripping with the words of interposition and nullification, that one day right down in Alabama little black boys and black girls will be able to join hands with little white boys and white girls as sisters and brothers. .

Maiorias absolutas? Não muito obrigada



No Público de hoje, um texto (sem link) de Luís Reis Torgal a propósito no corte das pensões, que o governo prepara. Mas o que me realço é a introdução – que assino por baixo da primeira à última palavra.

«Recordo-me de uma conversa que tive uns dias antes das eleições que deram a maioria absoluta ao PS com um alto funcionário da Fundação Calouste Gulbenkian, onde fui conselheiro do Serviço de Ciência. Afirmei, perante a sua admiração, que era contra maiorias absolutas, fossem de que partido fossem. Uma maioria absoluta tende sempre para a afirmação de um Estado autoritário, senão totalitário. De resto, em alguns casos, foi através de eleições — é verdade que precedidas e acompanhadas de revoluções, com a demagogia e a violência que se seguiram às crises políticas, económicas e financeiras — que surgiram os fascismos nos anos 20 e 30. Não diremos que estamos à beira de um neofascismo europeu — a história, felizmente, nunca se repete, pois se não é uma linha recta, também não é um círculo, sendo a sua imagem de progresso, provavelmente, algo como uma espiral —, mas enfrentamos uma evidente fase de autoritarismo, correspondente a mais um malabarismo do capitalismo que sempre procura sobreviver e reafirmar-se. Nenhuma crítica magoa a consciência de quem governa (se é que existe crítica, que supõe a ideia de transgressão, e se é que existe consciência).»

E se Luther King ainda fosse vivo?



Teria agora 94 anos e poderia participar nos festejos que assinalam o 50º aniversário do seu famoso discurso «I have a dream», proferido em 28 de Agosto de 1963, no fim da «March on Washignton for Jobs and Freedom».

Ver a América com um presidente negro, e ter Obama a seu lado, seria a prova viva de que o seu sonho se tinha realizado, pelo menos em parte. Foi sem dúvida longo e absolutamente decisivo o caminho percorrido nestes últimos 50 anos e a humanidade registou uma grande vitória nesse campo.

Mas estou certa de que olharia com amargura para o estado de um mundo onde ainda são tantas as descriminações, mesmo raciais, e que está em vésperas de mais uma guerra, praticamente garantida, com o seu presidente negro nela totalmente comprometido. Martin teria de repetir (ainda...) o que disse no fim do seu discurso de 1963: que continuava a sonhar com o dia em que «todos os filhos de Deus, homens negros e brancos, judeus e gentios, protestantes e católicos [e não só...] poderão dar as mãos e cantar as palavras do velho espiritual negro: «Free at last! Free at last!»

Os Ninguéns

«As pulgas sonham em comprar um cão, e os ninguéns com deixar a pobreza, que em algum dia mágico de sorte chova a boa sorte a cântaros; mas a boa sorte não chova ontem, nem hoje, nem amanhã, nem nunca, nem uma chuvinha cai do céu da boa sorte, por mais que os ninguéns a chamem e mesmo que a mão esquerda coce, ou se levantem com o pé direito, ou comecem o ano mudando de vassoura.

Os ninguéns: os filhos de ninguém, os dono de nada.
Os ninguéns: os nenhuns, correndo soltos, morrendo a vida, fodidos e mal pagos:
Que não são embora sejam.
Que não falam idiomas, falam dialetos.
Que não praticam religiões, praticam superstições.
Que não fazem arte, fazem artesanato.
Que não são seres humanos, são recursos humanos.
Que não tem cultura, têm folclore.
Que não têm cara, têm braços.
Que não têm nome, têm número.
Que não aparecem na história universal, aparecem nas páginas policiais da imprensa local.

Novos cenários para quem emigra

Iraque II?



Quem tiver certezas quanto ao que pode e deve ser feito para estancar a tragédia na Síria que levante o braço. Não é o meu caso, só tenho dúvidas. Mas é com a maior das apreensões que leio que «Obama dá os últimos passos para uma intervenção militar», com o apoio de uns tantos países europeus e alguns árabes e da Turquia. Sem o apoio da ONU, já que a Rússia usou o direito de veto no Conselho de Segurança.

«Como qualquer acção bélica, este ataque contra um dos países mais importantes do mundo árabe abriria inúmeras incertezas políticas e militares. Mas Obama parece preferir este risco à opção de armar decisivamente os rebeldes, o que não enviaria a Assad uma mensagem tão forte sobre a firmeza da comunidade internacional e, ao mesmo tempo, daria à oposição síria um poder que não se quer conceder-lhe.» 

São raciocínios deste tipo, bem presentes na nossa memória recente, que me apavoram: as histórias nunca correm como previsto e geralmente têm acabado mal.
